Infos-Commune: Towards open and accessible local authorities phase 2

Since the adoption of Law 31-13 on the right of access to information, Morocco has been committed to strengthening transparency, citizen participation and the accountability of public institutions. This legal framework marks an important step towards more open governance, but its effective implementation at local level remains partial, particularly at the level of local authorities. The lack of accessible tools, the inadequacy of appropriate training and a weak culture of transparency are still holding back the full exercise of this right by citizens. Against this backdrop, our partnership with the Heinrich Böll Foundation has enabled us to launch several structuring initiatives to promote access to information at local level.

General objective:

Strengthen open local governance and institutional transparency, by promoting the right of access to information, developing accessible digital tools, and building the capacities of public players and citizens.

In the Oriental region, these initiatives have generated real momentum, encouraging the involvement of young people, elected representatives and institutions in the issues of transparency and good governance. In particular, the experience of the “Infos-Commune” project has highlighted the central role that communes can play as local players, capable of bridging the gap between legal texts and their practical application. The present proposal follows on from this, with the aim of consolidating previous achievements and deepening the territorial roots of the right of access to information. By integrating a digital dimension through the management of the Info-Commune platform, by reinforcing the capacities of the members of the Oriental Observatory on the right of access to information, and by promoting exchanges at different levels, local and regional.
